A footnote of discrimination

Bush signed two pieces of legislation Wednesday morning repealing two acts making it impossible for immigration for HIV-positive foreign nationals. However, he and his administration held off on the last one. In 1987, HHS used its existing legal authority to add HIV to a list of communicable diseases that disqualifies HIV-positive visitors from entering the country as well as foreigners with HIV from being eligible for immigrant status. Bush's bill repealing this ban kept language that made it possible for the HHS to decide on the issue.

To me this just sounds like Bush is making himself look like a dogooder, but then there's a footnote that people forget to read.

Lame, Bush. Lame.

...I'm not a fan of lame bushes.
